충청북도 문화헌장(제2조 관련)
맑은 바람 백두대간으로 흘러내리고 서편에 해가 지면 동편에 밝은 달이 솟는다. 청풍명월(淸風明月)로 문화를 닦고 흥과 신명으로 예술을 가꾼 여기는 대한의 중앙, 충청북도다. 예로부터 온유하면서도 강직했던 충북인들은 유달리 문화와 예술을 사랑하여 중원문화를 꽃피웠다.
홍익인간의 사상과 하늘의 은혜로 세상이 열린 후 선사와 고대를 지나 삼국시대에 충북은 융합소통의 중심지였다. 고려 조선을 거치면서 충북인들의 온화한 품성과 형형한 기백은 한국문명의 빛이 되었다. 충북문화에는 중용과 합리의 보편성과 올곧은 선비정신이 담겨 있으며 우륵과 난계의 예술혼이 빛나고 직지(直指)의 창의성과 의병, 동학, 삼일운동 사상이 녹아 있다.
목련과 모란이 어울려 아름다운 것과 같이 모든 국가와 민족의 다양한 문화는 소중하다. 충북인들은 나눔과 배려를 바탕으로 번영과 평화를 이루고 차별과 소외를 없애며 모든 생명이 존중받는 평등한 세상을 희망한다.
이제 충북인들은 서로를 존경하는 상생과 화합의 지혜를 살리면서 한국문화의 주체로서 권리와 의무를 다할 것이다. 선진 문화를 소망하는 충북인들은 문화헌장을 하늘북 삼아 성숙한 문화사회로 나아가며 통일한국이 문화국가가 되고 지구촌이 문화세계를 이루는 여정을 시작한다.
1.(창조적 참여) 도민은 다양한 문화적 실천행위에 창조적이며 능동적으로 참여한다.
2.(문화민주주의) 도민은 누구나 일상생활에서 유익함과 즐거움을 추구하는 창작 주체이다.
3.(표현의 자유) 도민은 지식과 정보, 예술과 가치를 자유롭게 표현할 수 있다.
4.(문화소외) 문화소외자는 정체성과 자존심이 훼손되지 않도록 지원과 지지를 받으며 주류적 가치와 관습, 특정한 태도 등을 강요받지 않는다.
5.(미디어 접근권) 도민은 새롭고 다양한 미디어를 평등하게 이용할 권리를 갖는다.
6.(문화다양성) 도민은 국내·외 지역문화가 충북문화와 동일한 가치를 지니는 것을 인정하며 다른 문화와 소통하고 이해하며 가치를 공유한다.
7.(충북문화 계승) 충청북도는 문화유산을 보존하며 창조적으로 계승, 발전시킨다.
8.(문화예술진흥) 충청북도 및 시·군은 문화예술의 진흥을 위하여 문화예술단체 및 예술인들을 지원한다.
9.(공·사적 의무) 충청북도내 공공기관과 단체 및 기업, 도민은 문화적, 정서적 풍요를 위한 책임과 의무를 갖는다.
10.(문화산업) 문화산업은 콘텐츠의 문화적 예외를 인정하며 경제적 가치를 추구해야 한다.
11.(문화정책) 충청북도, 시·군 및 관련 기관의 문화정책은 우선되어야 하며 도민 누구에게나 보편적으로 제공한다.
The Chungcheongbukdo Culture Charter
Clear winds blow along the Bakdudaegan mountains. When the sun sets in the west, the bright moon rises in the east. Here, where culture was cultivated with the clear winds and bright moon, and art was embellished with merriment and mirth, is the center of Korea, Chungcheongbuk-Do. People of Chungbuk, whose disposition is mild and integral, especially loved culture and arts which brilliantly flourished in Jungwon Culture.
After the world had opened along the thoughts of Hongikingan and with the blessing of Heaven, and had passed through the pre-historic and ancient age, Chungbuk was a geographical heart of the fusion and communication at the age of Three Kingdoms. In the medieval times, as in Goryeo and Chosun, Chungbuk people's tender disposition and shining spirit was a light of the Korean Civilization. In the Chungbuk Culture, including the balance and reasonable universality and the upright gentleman's spirit, Nangye and Uruik's artistic soul is twinkling, and the creative spirit of Jikji, Euibyeong, Donghak, and Samil spirit was melted together.
Diverse cultures of all states and nations are precious, just as the harmonious flowers of magnolia and peony are beautiful. People of Chungbuk will make a thriving and peaceful society based on the ideas of sharing and concern, and will get rid of discrimination and alienation to realize an equal world where all creatures will be respected.
Now, people of Chungbuk, increasing the wisdom of co-prosperity and harmony and respecting each other, will make an effort for the Korean Culture subjectively. People of Chungbuk, wishing for advanced Chungbuk culture, will journey towards the ripening cultural society of Chungbuk, towards the cultural state of the unified Korea and towards the cultural world of this planet with this Chungbuk Culture Charter as Heaven's drum.
1. (Creative Participation) The Provincial people shall participate in various cultural practices creatively and actively .
2. (Cultural Democracy) The Provincial People shall be the subject of creation in everyday life enjoying cultural benefits and pleasures.
3. (Freedom of Expression) The Provincial people can freely express their knowledge, information and arts and relating values.
4. (Cultural Isolation) The cultural isolated minority shall be supported in order to not impair their identity or self-esteem, and shall not be forced to accept the values, customs and certain behaviour of the majority.
5. (Media Access Right) The Provincial people shall, on an equal basis, have the right to use new and various media.
6. (Cultural Diversity) The Provincial people recognize all the regional cultures to have the same value as that of Chungbuk, communicating and understanding other cultures and sharing their cultural values.
7. (Inheritance of Chungbuk Culture) The Chungcheong-Do shall preserve its cultural heritage and inherit creatively for its development.
8. (Advancement of Arts and Culture) The Chungcheongbuk-Do, city and counties shall support the organizations and people relating to arts and culture in order for advancement of arts and culture.
9. (Public and Private Duties) Public agencies, organizations, companies in the Chungcheongbuk-Do and Provincial people shall have the responsibilities and obligations for cultural and emotional affluence.
10. (Cultural Industry) Cultural Industry shall pursue economic values along with recognizing the cultural exception in contents.
11. (Cultural Policy) The Chungcheongbuk-Do, city, counties and relating agencies shall put their priority on cultural policies and provide their benefits to all the provincial people on a universal basis.
